English Councils Plan to Sell Off Social Clubs and Leisure Facilities to Manage Finances

Based on a recent poll of local authorities, UK councils are preparing to offload community centers, sports centres, and retail spaces as they bet on a fire sale of assets to balance the books.

Increasing Fiscal Challenges Drive Asset Sales

A coalition of councils representing second-tier cities in the UK stated that 60% of local authorities are intending to sell assets to cover the rising costs of adult and children’s social care.

Local governments have in the past come under fire for selling public land and land to support their budgets, but they contend they must continue to generate essential revenue from asset sales or declare themselves bankrupt.

This coalition said that a high proportion of authorities seeking to generate funds from a fire sale of holdings marked “a clear change from 2024, when the largest share (60%) of local leaders stated they would focus on restructuring services and using savings to weather growing financial challenges.”

Specific Examples of Proposed Sales

Medway Council in southeast England announced its asset disposal plan featured the sale of a retail complex in Rainham and a community venue in another town to generate 20 million pounds over the next half-decade.

  • A local golf course and business parks held in two English counties, which all provide rental income for Medway council, will also be disposed of under the strategy.

Local Levy Increases and Wider Fiscal Strains

The survey of councils in the key cities group, which covers several urban centers, also found that over seven in ten of authorities will need to increase local levies next April to address the growing cost of core provisions, increased rates of housing insecurity, and a persistent accommodation deficit.

Medway council said it will proceed with property disposals after steep rises in the cost of youth support, support for vulnerable learners, adult social care, and temporary accommodation.

“We are taking creative strategies but certain measures take time to achieve both better provisions and financial savings,” stated a council leader.

He continued: “There are demographic pressures which will persist to increase the strains we have. As a unitary authority, we had a drastic reduction in our revenue support grant from 2010-24, which is very challenging.”

Countrywide Trends and Forecasts

A survey of county councils this week further found council budgets being stretched by the growing number of children and older individuals needing special educational assistance.

The County Councils Network said that local shortfalls will reach £4.4bn a year by the end of the decade, as they struggle to manage rising needs.

Government officials have put off scheduled changes to the Send system until next year after a policy document outlining those reforms has been postponed.

Disadvantage and Funding Shortfalls

According to the latest deprivation measures (IMD) covering UK local authorities, several participating urban areas were among the most deprived in England.

  • “Participating urban centers like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the top 30 nationally under the 2025 deprivation indices,” noted the report.

“While only a single urban area is among the ten most deprived for disadvantaged communities nationally, urban areas are far more likely to be in the most deprived fifth of England. The figures highlights the scale of challenges confronting local leaders across major urban centers in the next twelve months,” the report added.

“Local government leaders have been clear about the need for a equitable and lasting funding system that reflects and addresses the actual extent of deprivation and need,” said Michael Mordey.

“Lacking this, local authorities will continue to face impossible choices around which essential services to fund, and which to reduce, to the detriment of their residents.”

One in five of councils have reduced or weakened social care provision in the last year, the study revealed.
